Test progression in JIRA showing unscheduled Tests...

I'm having trouble with the Test Progression gadget in JIRA.  I have it enabled and set to the unscheduled -> Theme Test cycle.  This cycle has 179 test cases in it currently, that are in the unexecuted status.  The project itself has a total of 179 Test cases and 37 bugs.  However, the test progression shows 179 unexecuted but also 168 Unscheduled.  What are these unscheduled?  I thought they should be tests but I believe the tests should be considered scheduled since they were added to a test cycle.
