To make it easier for developers/BA to review requirements for a piece of development, we'd like to be able to provide a direct link that takes them straight to that view when they log in. Is this possible?
We've tried copying the URL when in the specific release we want to link to, but if another user follows that link they are taken to their last view when they ahve signed in.

Where the <ProjectID> is found in Setup > Projects.
<TestID> is the ID of the test case (Test Management > Test Library).

You can use the direct email option (yellow envelope) for the record, and includ a take me there link which will include a direct link to the record in the email body. Please see this screen capture:
