Now i get that i can create Jira from Collaborator without that but it reads like a third party piece of software is required to make the integration complete.

You are correct, the Collaborator plugin that installs into Jira does require FishEye to function. Without FishEye, there wouldn't be any commits associated to the Jira issue for Collaborator to add to a review.
You are also correct that Jira issues can be created from Collaborator. This feature is native to Collaborator and can be configured in Collaborator's Admin area.

Do you mind providing a bit more detail regarding why you believe a paid 3rd party app is required? Also, can you describe what you are trying to accomplish?
