When I clone an issue the steps to follow are multiplied by 2

We have around 50 test issue to copy when a new regressiontest period is on. 
Each testissue has around 35 steps to copy.

Some of them are suppost to be copied 6-12 times. 
I cloned  the first one, check the amount of steps and they were ok. But if I clone the new one I get doubel and it will continue multiplicating each time.
The most strange thing that happened was that I checked each one when I was ready. And the amount of stepgs were right. When the users opened the issue to beging executing, the steps had became 2, 4 , 8, etc times repeated.
It is like I can not clone an issue. If I clone the original just once, sometimes it's ok. But other times they are double too.
