Test steps lost when moving issue

I have been able to clone an issue and move it to a different project, until recently.  Now when I clone the issue, everything looks fine but after I move it to a different project all the test steps are cleared.

It looks like you found an edge case bug/issue. 

If you're looking to migrate your test cases from one project to another, it's best to export them and then use the internal importer:

That is a really inefficient solution. I would expect the export/import to work more seamlessly. The fields aren't automatically mapped, even thought they've been exported from a test case and are importing into a test case. The test case name is lost. This will take just as much time as copying and pasting each test step.
The clone and move features would be really great - if they worked correctly.
