Delete folder access control

I would like to control who can delete folder / test cases / test cycles / test plans?

Ideally site or Jira admin should be able to delete all of the above, and individual should be able to delete their personal folders, test cases..

Is there a fine grained access control possible?

You can only control what is available in Scale's permissions which you can find in Project Settings > Apps  > Zephyr Scale
