Is there a list of Roles that uses licenses for Zephyr 7.8? I would also like to know what roles we can create with Read only access to Test Repository or Test execution. I was told that Dashboard users do not use a licence.

You are correct, if a user in ZE only has a dashboard role assigned to them they will not consume a ZE license.
any other role assigned will in turn consume a license
