Cannot locate the Parameter feature in the Test Repository - Add new test case

I cannot locate the Parameter feature in the Test Repository  when adding or editing a test case.  My test case needs to utilize parameters so that different values can be tested.  Where/how do I set up Parameters in new or existing test cases?
