I just saw this thread and said I would respond for future reference.
In Zephyr Enterprise (standalone) we have a built in elastic search engine.
Test steps are searchable out of the box.
Using the quick search you can search for every searchable field including test steps.
As for a specific search query on just steps, im not sure if that exists however quick search will work for you.
