As for the remote debugging of C# code itself, I am almost sure that this can be done using the means provided by Visual Studio.
I am not sure if TestLeft's UI Spy has a network license and can be installed and used on the remote machine. You may clarify this with Support or Sales via the https://support.smartbear.com/message/?prod=TestLeft form.
