iOS Mobile Test- Apple developer Program

Hellow. I wanna make simple mobile test using iOS application. 

So, I read this support document.  (https://support.smartbear.com/testcomplete/docs/tutorials/getting-started/first-test/ios/index.html)

What I understand is 

1. When I try the iOS mobile test, I must need the '.ipa' file.

2. And 'ipa' file can make throught macOS using Xcode. 

3. And To use Xcode, must need 'Apple developer account' .

4. And To use 'Apple developer account' I purchase $/1year . 

is that right? 

To make the iOS mobile test, Do I must pay fee  ?????
