How we can record objects by id or any other properties for windows-based application(not web base)

You can map the target objects by any properties you need and then record a test. TC will use the specified properties to recognize these objects. See the "Name Mapping" and "Recording in TestComplete" help topics.

Without Name Mapping, you cannot use custom recognition criteria.
