Did you have extensions disabled in the previous version?
(File > Install Extensions)
When you upgrade versions, it switches ALL extensions back on by default (which I still think is stupid ... these should be a project level setting). This caught me in the past (although I haven't upgraded to TC11 yet .... this happened on a previous upgrade). Switched all the unused/unwanted extensions off, and the performance came back.
There are 50+ extensions in there. The vast majority of projects seldom require more than 5 or 6 of them enabled ....
