Not able to bind testcomplete test cases with Azure

I am binding testcomplete with azure .On binding added correct server details but it shows error message and not able to connect . What can be the reason ?

I've looking into the error code TF400324 and found a community post which had a similar issue that was resolved by running PowerShell script.
