Can use 1 Node-Locked License to active TestComplete on both Win 10 and Win 7 (2 OS/ 1 computer)

As far as I know, the Node-Locked license doesn't allow doing this. However, it's better to consult with your account manager.

Generally speaking this should not be possible and you must use Floating license for this (https://support.smartbear.com/testcomplete/docs/licensing/license-types.html#licenses-by-type).
