Require help to get same run count(cnt) for all Test Steps

Dear All,

I am using the following scenario to run load test in soapUI 3.0.1.

Threads: 300 Virtual Users
Strategy: Simple
Test Delay: 1000
Random: 0
Limit: 300 Seconds
From Load Test Options dialog window I unchecked Reset Statistics and Cancel Running.

When I use the above scenario first Test Step getting cnt, err and rat very high and Last Test Step getting very low cnt, err and rat in descending order. I have total 39 Test Steps in my Test Suite. So, the high err rate of first Test Step impact greatly total loss% of Test Suite. In this case, are there any settings require to get equal no.of cnt for all Test Steps? If I get equal cnt for all Test Steps hopefully my test suite will get success. If you have any idea please help me.
