Combining multiple test steps into one

Is there a way to make two test steps as one. For instance, create_user is one test case and then activate_user is another. I'd like to combine the two into one test case called make_user. In that way I only need to enter one "test step" instead of two, in this case. I am discovering that, sometimes, the number of test steps is huge.
