Diff Viewer toolbar missing in GUI

Hello,

The Diff Viewer toolbar, which permits authors & reviewers to step thru the files of a code review, is not visible for one of my reviews.  When I select and view a file, since the tollbar is missing, I am not able to view the changes for a specific commit, and I am not easily able to step between files.  This is not the case for other reviews currently in progress by other authors.  For those reviews the Diff Viewer toolbar is present and works as expected.

This recently started happening but I can't figure out why or how to recover from this.  Any ideas?
