Reports: Show data for inactive locations

After changing monitor location, reports generated through REPORTS> PERFORMANCE REPORTS do not include data for inactive location. Currently, data for inactive location is available in dashboard and runs page but not in reports.
Please add this feature because our users generate reports with historical data and it is very important for us to provide summary reports every month to our customers.
