Allow monthly reports to be scheduled even if there is no data from last month

This is a good idea. Right now, you get a blank page with no data. There is no reason that the report itself could not be scheduled, however, the link for it is just missing on the page because there is no current data. If the link to schedule a report can be presented for corresponding timeframes and type, regardless of present data being available, the issue would be resolved.

An alternative would be to create an option within the Management API to create a scheduled report. The first option seems easier however.
