Question on pricing

When I'm looking at the size of our companies team, is it safe to assume we're only counting Active users?

Finally, when I view the "View pricing for different user tiers", I see a much different price for the Monthly. The modal popup said 251-1000 users is 1.17 USD when the dynamic calculator said 2.16 USD average (when there's about 700 team size). Which price is the correct one?
