Most efficient way to set folders and cycles

Hi,

I have test cases that have to be tested across teams.

Test Cases Folders
-Onboarding
-Rostering
-Leave Mgt
-DSW
-Billing
-Payroll

Then I have teams
Onboarding Team
Service Delivery 1
Service Delivery 2
HR
Payroll

For test execution:
CSU
  Onboarding
Service Delivery 1
  Rostering
  DSW
Service Delivery 2
  Rostering
  DSW
HR
  Staff
  Leave Mgt
Payroll
  Payroll
  Leave Mgr

My aim:
-easy admin within Jira
-easy for Testers identify what they need to test
  Testers can just go into single or clearly marked folder of what to test
    -ie they don't need to look in too many folders.
-easy for me to report stats as we move along project
  example reports: CSU team has completed their testing, we have test x% of Onboarding test case, what about fact that more than 1 team is testing same Test Case
