How do I make a user an admin in Zephyr scale?

How do I make a user an admin in Zephyr scale? We're using Jira Cloud and the configuration button is greyed out. I am also the site admin for Jira Cloud.

Go to Project Settings, find the person you want to grant admin access, click on the Role dropdown button and choose Administrators.
