The answer to your question "is there a way to automate workflow [in Zephyr Scale ]" is no - there is no ability to configure Zephyr Scale workflow.  In regards to your idea you can post it onto the Roadmap portal at this location: Under consideration - Zephyr Scale | Product Roadmap
