Assign test case for a developer to review and approve

Sadly the answer is no.  This would be a great feature, and you could suggest it in the roadmap portal, but it's not a current feature.  Personally, I find it best to do all that work outside of Scale, and import when the test case is 99% ready.  That's because it's just easier to manage all that back and forth in a shared file like Excel, and leave Scale to managing the execution and reporting side of things.
