List of labels on test cases incomplete

I just imported a bunch of test cases through the importer utility. The test cases all have multiple labels on them. If I search for a label, I can find it, but the lit of labels only shows a few of the many. See the image shows the labels the system thinks are available, but you can clearly see other labels on the test cases on the right side of the screen (e.g. Infrastructure). How do I get the label list to get fully populated? Also, I am using Zephyr for Jira Cloud, but that wasn't on my list of location choices on this forum.
