Win7 64 bit OS 9.31.3889.7 wont display Open From Source Control option in File - Source Control

Question

Using the MS Team Foundation Server MSSCCI Provider (32-bit), the File -> Source Control Option wont display Open From Source Control.

If I select

File->New Project Suite

Then

File -> Source Control

I have the options "Add Project Suite" and "Refresh Status"

If I select "Add Project Suite" then I can select the SCC Provider

This behavior does not reflect other machines I have access to, where I can select File ->Source Control->Open From Source Control
