All testing procedures (except unit tests) should be a responsibility of QA

Oh, but if you have a cross trained Agile team, then the lines get a little more blurred.  We aren't officially cross trained, but I have no problems with a developer doing manual testing as long as it's not for code that they wrote.  Sometimes we even test together.
