What does the "error generating the type library" mean?

In executing TestComplete 9.0, I Sometimes get the error message "Error occurred generating the type library: Access is denied".  When i quickly see it and click the ok button, script execution contin...

I have not been able to find the location where this occurs.  Since I have upgraded to 9.10.1894 I have not seen this error, although I am still having timing/performance issues.
