What does the "error generating the type library" mean?

In executing TestComplete 9.0, I Sometimes get the error message "Error occurred generating the type library: Access is denied".  When i quickly see it and click the ok button, script execution contin...

Can you locate the place in your code where the issue occurs? Does it persist every time you execute the test or sometimes?
