The selection for "I would like to specify my contact info and get on-line support" on the crash dialog is for allowing the tool to create and submit a problem report in your name.
Or, as Tanya suggests, you can submit a problem report manually at
http://support.smartbear.com/product-list/and then select TestComplete. This should bring up a page (the "Send a New Support Request" form) with various questions to answer and fields to fill in. You shouldn't need to "log in" to anything but you do need to provide any customer info you have (customer account, name, etc)
I've noticed that this form doesn't display properly on IE10 so while we work on fixing that, try submitting your problem report using a different browser.
