I was given two patches, see if these help for you.
Patch Installation Instructions for TestComplete 11.11:
1. Download the patch archive (TestComplete_11_11_CC_3982.zip) using the following link:
https://s3.amazonaws.com/webtocasefiles.smartbear/Patches/TestComplete/11/11.11/CC-3982/TestComplete_11_11_CC_3982.zip?AWSAccessKeyId=AKIAI73W2YWGYHFS46XQ&Expires=1529308163&Signature=rGp96Dabd1SEMQVvhjNy5Yb%2FD9Y%3D
2. After you have downloaded the archive, unzip the patch file to the appropriate location (back up the existing file before doing this, just in case):
\Bin\tcCore.dll => %programfiles(x86)%\SmartBear\TestComplete 11\Bin\tcCore.dll

I tried both patches - and they both resolve the performance issue. Now I'm not sure which one to use...could you perhaps tell me what the differences are between the 2 patches?
P.S. I'm still waiting on SmartBear Support for an official response from their side.
Just in case anybody else runs into this problem. This does seem to be fixed in TestCompelete Version 11.20.1491.7.
