That's not the TFS provider.... You're still selecting the SCC API Provider's plugin. Instead, use the Team Foundation Version Control plugin.
You should see something like this..
For TFS, have you tried using the TFVC client? Under Tools | Options | Source Control, select Team Foundation Server from the drop down.

When I run Test Complete 32 bits, it works well.
The problem is that the list is empty with Test Complete 64 bits:

I thought the project was using the TFS provider, but it was with the SCC API Provider's plugin (which is no longer compatible with the 64-bit version).
