My Apologies. I am not having problems with the Chrome installation, I am having problems with the Test Extension not installing. I was not installing TestComplete. I was installing TestExecute on a VM. The Screen capture that was with the original post shows that no extensions were installed after installing TestExecute. When I installed TestExecute, I thought the installer would add the extension to Chrome.
Chrome browser installed before or after TestExecute? Keep in mind the notes in that article you linked to, that installing Chrome browser AFTER the install of TestExecute means that you need to do a "modify" install of the TestExecute installer.
Have you tried uninstalled TestExecute and reinstalling it after the browser is installed?
Verify, also, that your license for TestExecute includes the Web testing module, just to be sure.

Chrome was already installed. I installed TestExecute after Chrome. I just uninstalled everything and installed Chrome, then TestExecute and the extension is still not showing up. I am doing this on a VM and using a License Manager on a separate Server. I also verified that the Web Module is enabled and available for this machine.

Just covering all the bases... have you tried this?
If you remove SmartBear Test Extension from Chrome, it will be blacklisted and TestComplete will not be able to automatically reinstall or update it. In this case, to reinstall the extension:

From Chrome’s main menu, select Settings and switch to the Extensions page.

Navigate to the chrome://chrome/extensions/ page.

In the <Program Files>\<Common Files>\SmartBear\tcCrExtension\<alphanumeric_ID> folder, locate the SmartBear Test Extension file - the tcCrExtension.crx file.

Drag the tcCrExtension.crx file to the Extensions page in Chrome.

Confirm the installation when prompted.

I tried that. The extension didn't even exist. I then tried to manually install, but I get a 'Could not install package: 'COULD_NOT_GET_TEMP_DIRECTORY' message in Chrome.
