What you are observing is the expected behavior.
The case is that Windows is not RTOS (real-time operating system) and thus it does not guarantee that the timer events are fired at exactly specified time moments. What is guaranteed (more or less?) is that event is fired as soon as its time interval elapsed and OS has an available time slot.
