glad to hear it's working now.
Just out of curiosity, are .mht/.mhtlm files being downloaded from an Intranet or from Internet?
I'm asking this as from what I've seen though, it shouldn't be necessary to disable that flag/option if you downlaod ifles from Intranet: in such case it would be enough to add the "internal" domain to theIntranet zone (so, only if it's safe).

the mht files i'm opening originate from an email step in an azure pipeline that has executed a testcomplete automation script. the email contains a View all results button. the results web page (listing any test cases that failed) has an Attachments tab and when the attachment is downloaded it is an mht file. does that explain it sufficiently?

i think the solution is to use Disable the flag.
