TestComplete Licence Manager Requirements

If I want my TestComplete floating licence clients to be able to be authorised by the Licence Manager do they have to be on the same Windows domain? Or....do they have to be on the same network? Or......

Are these documents still available?  the links above are dead and they suggest 'try searching by document title' but that returns a blank result.
