If, in that dialog, you specify your contact information and send the data dump off to the SmartBear folks, they will respond with an answer as to what happened.
In the meantime, are you running the latest version of TestComplete? It should be some build of TestComplete 8.60. If not, have you tried upgrading? There have been a few patches and bug fixes in recent versions that may solve your problem if you are not on the latest version.
