Hi Joffre,
I reproduced the same problem on a PC that has Internet Explorer 9 installed. As TestComplete 7.52 was released before the release of Internet Explorer 9, TestComplete's Start Page that uses the Internet Explorer engine seems to work improperly with its new version. A workaround for the issue consists of two paragraphs:
1. Set the "At startup" option that is described in "Project Options Dialog" TestComplete 7.52 help topic to "Do nothing".
2. Avoid using the Start Page in the future.
As your installation of TestComplete doesn't work properly, you can set the option using a working installation of TestComplete, and then replace the "C:\Users\<UserName>\AppData\Local\AutomatedQA\TestComplete\7.0\tcSettings.xml" file on the problematic machine with tcSettings.xml from the other machine.
