As you installed TestComplete on the computer before installing the SCC provider, TestComplete didn't install the corresponding plug-in. Thus, to install the plug-in, TestComplete should be reinstalled, or the TestComplete installation process should be launched in Modify mode.
As for the licenses, Alexei is right - there is no need to deactivate the license when uninstalling. Newly installed TestComplete will catch the license activated on the computer.
