Update:
I see this as a work around and not really a solution, but at least we can carry on.
If I uninstall TestComplete, install the CollabNet SubVersion Client first and then reinstall TestComplete it picks up the SCC provider and we can procede to open project from source control.
This is just a pain because I now need to deactivate and renew licenses in the process, but I have no choice but to do this.
Maybe someone can explain to why this is and I will accept it as the solution? Services that needs to be stopped etc.
