No luck for what I am trying to find. Is there a config file that holds how the license is accessed? For example a config file that shows the different settings for floating license or user specific license or machine specific license?

From what I remember - to configure floating licenses, you install and activate the license once on Sentinel LDK License Manager. All TestComplete workstations then connect to that server to obtain seats dynamically. You don't need to activate licenses individually.
Floating User License (legacy key-based, before v15.48) - TestComplete automatically request a license seat from Sentinel LDK License Manager when launched.
SmartBear ID-based Floating License (v15.48+) - Uses SmartBear’s SLM (SmartBear License Management) system. You can run floating licenses online (via SmartBear servers) or offline (via Sentinel LDK License Manager in your network).
