As per http://support.smartbear.com/viewarticle/32774/ TC supports PowerBuilder 12 and 12.5. However, there is a chance that you will be able to work with your application via MSAA TestComplete functionality (http://support.smartbear.com/viewarticle/30464/, http://blog.smartbear.com/automated-testing-tools/testing-powerbuilder-applications-with-testcomplete-4/).
