Test Complete sometime see a window as a UIA object and sometimes as a windows object

I am working on automating some testing using a Windows Modern app built in XAML.  Sometimes when the process launches Test Complete see the window as a UIA object and sometimes it sees it as a normal Windows object.  Has anyone else seen this or have any idea why it would not consistently see the process the same way?
