SmartBear Test Extension is not installed or Disabled - displays when it is enabled.

I run testcomplete via a Jenkins pipeline.  It runs through a handful of tests, but for some reason, towards the last test run, the last test fails with an error that the SmartBear Test Extension is not installed or Disabled.

It obviously is installed and enabled or else non of the previous tests would have executed successfully.  Why is it this happens?  I see it happening intermittently.  Usually a reboot of the machine the tests run against, make it go away.  Why does this happen?
