Reviewers can't find / get finished button leading to stalled reviews.

I have been in a few reviews using this tool, and all of them seem stalled because, even though I've approved all changes and the overall review, I don't see a "Finish" button.  I am generally using t...

To be more clear, the post I read that recommends changing stalled reviewers to be obeservers is here:

Again, I find this recommendation unacceptable, especially since many the reviewers, including myself in some cases, simply cannot find what more the blasted tool wants of them.  We think we've approved everything and just want it to end! :-/
