SOAP faults are treated as script exceptions and should be handled using try...catch, as Alexei suggested.
However, I see from your screenshot that the script exception text doesn't actually contain the SOAP fault text, which doesn't seem normal. Could you please let me know what TestComplete version you are using (Help > About)?
