As far as I can see, you've contacted the Customer Care team regarding this question. Let me quote their reply here:


The CPU should not be under heavy use because of TestComplete's network modules. Likely, it's in the middle of running a test, and the task manager think's it's a network task waiting. Testing can consume many CPU cycles. If you wanted to examine this further, then you may try setting up a test that just runs a long series of short Delay()'s and watch the CPU.
