rraghvani - Yes we do have Intelligent Quality add-on, but TC is not downloading chromedriver and we have kept the chromedriver.exe on given path but still script is showing the same error.

Are you using the supported web browser version too?
Have you followed the instructions given in Creating and Running Web Tests in Headless Web Browsers With TestComplete?
I had this same issue. It must be a bug because Edge works fine. I had to manually download the Chrome webdriver and add it to the folder. Make sure you rename it to be chromedriver_119.exe or whatever version you are using
