I'll try and figure out what the issue is.
ODBC doesn't require a license. It's a standard application programming interface (API) for accessing database management systems

So the license won't be required for Excel? I think we can try out the Driver={Microsoft Excel Driver (*.xls, *.xlsx, *.xlsm, *.xlsb)}; method you mentioned above.

We can't have Excel installed on the machine in this test environment.
